Intel appears to be doing something it has spent decades avoiding: letting an outside company build its own processors using Intel's x86 designs.

According to Tom's Hardware, Intel has reportedly licensed Atom-class x86 cores — its smaller, lower-power general-purpose CPU designs — to a startup. Crucially, the report says Intel is sharing RTL, the register-transfer-level source code that describes how a chip actually works at the logic level. Handing over RTL is a meaningful step beyond selling finished chips: it lets a customer modify and integrate the cores into custom silicon of their own design.

Tom's Hardware reports the startup was incorporated in May and is led by a co-investor of Lip-Bu Tan, Intel's CEO — a detail that has drawn attention given the closeness of the relationship.
